House Study Questions Use and Availability of First Responder Grant Monies

• New Homeland Security Appropriations Bill
On October 1, 2003 President Bush signed the first ever homeland security appropriations bill at the Department of Homeland Security. The attached document is a press release outlining the bill.

• Domestic Preparedness Legislative Update
An update from Oregon Emergency Management on national legislation effecting domestic preparedness.


Homeland Security Resources:

• The Office of Emergency Management needs your assistance in developing a statewide emergency response needs assessment. These numbers will be used to assist emergency planners and to determine whether our cities will be eligible for upcoming federal homeland security money. Please fill out the
Oregon Regionalization State Data Gathering Template and please return the completed document to the OEM by emailing kmurphy@oem.state.or.us. Thank you for your time.

• On the Homefront: Resources for Cities in Times of War: Web resources collected by the National League of Cities.

• Threat Level Action and Response Chart from the Oregon State Police and OEM.

• Information on the Homeland Security Advisory System from the White House web site.

• Homeland Security Preparedness for Rural America - presented at the 2002 LOC Conference by the Oregon Security Institute.

• The Federal Emergency Management Agency (FEMA) website contains a guide for state and local use for emergency operations planning. It is available from the FEMA website or can be ordered through the mail. The document, "State and Local Guide (SLG) 101: Guide for All-Hazard Emergency Operations Planning" can be downloaded in total or in parts.

• "Domestic Terrorism: Resources for Local Government", a 64-page guide prepared by the National League of Cities in 2000.
